Blocked Hotmail Account

I got this notice that says "Your account has been blocked". I trying to follow instructions to get it unblocked and keep running into dead ends. I've even looked up several discussion forums and still have gotten nowhere.

Have you tried contacting your ISP (internet service provider)?

I forgot to mention it's a Hotmail account. I was thinking about switching to my ISP provider. It's a local business. I can call them on the telephone. It seems like Hotmail has been getting slammed with email hacking.
