Without a breather, upon draining the tank it will callaspe.

Also depending on where it's at inside or outside it can also implode just due to temperature variations.

but tank is made up of M.S. material welded , Tank is having the manhole to clean, and there is only dispensing of liquid from bottom under gravity. Oil is delievered to the tank by pump, as tank made of M.S. will it bulge or rip, how

Tank will fail!

And without breather, upon filling the tank, it will explode.

I had designed a 6" sanitary valve for the dairy industry. The largest at the time the current market had was 4".

One of requirements I did was the need for a breather on the Make Tanks where these valve were being installed.

The customer removed the 3" that came with the tanks and installed the new 6" without doing increasing anything to the breather. When they opened the tank, the breather actually whistled, and the plant manager did his best to open the lid. He was sweating bullets, final the tank drained.

Improper breather.....or lack of, I have seen where drain a tank would callaspe the tank.
