Refrigeration - 3.3Kv Howden Compressor

My plant has . 3.3Kv howden compressor. The problem is its failing to unload even at a suction pressure below the setpoint of 325Kpa,its acting as on fully open-closed(slide valve)ie at start up its 0% and at running at 100%. The solenoids for the slide valve are in good condition. failure of it to unload causes it to continuosly draw large current and this is costly. how best can i attack the problem at hand. Help

This sounds like a hydraulic valve actuated by load and unload solenoids. If so, it is possible that the "spool" and/or its housing have become worn, allowing oil leakage through the valve without corresponding movement of the slide valve.
