Can you describe the mechanical and/or electrical loads driven by this engine, and how they are sequenced into operation?

Mismatch between the MTU engine performance curve and the load characteristic curve, making the intersection of these at the wrong place?

Engine can not achieve rated speed at no load

If unable to reach speed under load, but able at no load, I would suspect a fuel problem such as plugged filter, contamination in fuel, etc.

If unable to reach speed even with no load, this could be a governor problem, or maybe a sticky fuel rack linkage, or something like that.

My experience is limited; I've run out of ideas.

Good luck solving this!
