Special WPS/PQR For Welds That Require Post Weld Heat Treatment

Is a separate PQR required to weld when PWHT is required on the steel when fabricating a vessel to Sec VIII?

To determine this question, you sould add to what welding process we are talking about. WPS/PQR are referenced in ASME IX. Then:1.- Check what welding process you will use. (QW252 to QW265).2.-For your welding process wich are the "Essential Variables" (Any change in a essential variable, requiere a new WPS/PQR).

PWHT (QW 408) is essential variable for most of the welding process. The final answer is: YES, you need a separate WPS/PQR.
