Low set is electronic equivalent of the overcurrent protection in earlier generation electromechanical protection relays. This is set in terms of percentage of rated current (i.e.) from 20% to 200%.

Whereas highset in the electronic equivalent of the short circuit protection in earler generation electromechanical relays. This is set in terms of multiples of rated current (i.e.) from 2 times to 16 times.

High set is instantaious, low set follows time current characterisc curve.

Not necessarily! Today's nemerical relays offer a time delay for highset elements for co-ordination purposes rangung from 50 milliseconds to 2 seconds.
