why are 1118 ht poles not individually earthed

Dunno. Why are all the others earthed, and what is special about the 1118 that have been identified as not individually earthed? Why is there some concern, and what cuased the identification of 1118 non-individually-earthed ht poles? What do the local standards say about individually-earthed ht poles and why did this 1118 get left out? What is the protocol for getting these 1118 poles earthed and how far along the route has the work gone in completing the earthing?
