Are all 11kw motors 4pole ?

No. It isn't necessary. Both are available, in a 4-Pole and a 2-Pole. There is a thread Mentioning 13.2 kW motor Name Plate

When the temperature rises above 40 C , then it becomes 11 KW Motor

No this is not necessary, these subjected motor can be 6 or 8 poless
