I think that with 'quality control' you actually sample and control the quality of the end product top make sure it meets specifications.
Whereas with 'quality management' you just talk about doing something about the quality or lack there of in the end product but mostly just try and find reasons to blame someone or something else other than your own lack of quality control for the problems you have.
Or at least thats how I saw it in a places I have worked before.
If I make 500 widgets and I identify a defect in 300 of them and then ship 200 "good" parts, what have I accomplished?
Does shipping 200 compliant parts mean my product is well built, or just inspected.
