Asia - More Blackouts and Greenwash to Come?

Sadly, this points out one of the problems with the Kyoto protocols. I.e., even if the industrialized West could cut its carbon emissions to zero (it can't), the amount of CO2 will continue to grow due to the growth of Eastern economies.

On the other hand (as I understand it) natural gas has an overall smaller 'carbon footprint' than coal, so more fracking and thus more natural gas is better for 'global warming' (making the assumption that there is some truth behind the AGW hype). That's not to say full-speed-ahead on fracking; there are issues with it that need to be resolved.

This also makes me wonder about sources of emergency power generation for hospitals, police/fire/first-aid responders, and communications services. Would this be a good fit for solar photovoltaics, or methane/propane power electrical generators, or...? Some other source perhaps?
