how to measure the earth resistance on a panel board? what is the limited value?

i think you need to measure the EARTH LOOP IMPEDENCE.

this is best done by a good ELI tester.

this test is on live circuit and you will need to utilise a service of a qualified person.

as regards to the values.this will depend on the protection used..fuses,Mcb class etc.

generally between 0.8 to 3 ohms?

i have tried to measure it with the common mutlimeter. i have not got a fixed resistance value " that was varying" . i hava tried to measure the voltage between earth and neutral. that was a bout 1.35 v.

is that value can b considered good?

Yet again for this forum, a voltage between earth and neutral is simply a feature of the neutral current and the earth loop impedance. It is neither good nor bad; it just is.

Consult a qualified electrician.

The qualified electrician that installed the board will measure it using test equipment and issue the occupier with a test certificate that says what it is.
