If they want the supports installed before painting, it is likely that they want the supports painted too. This would provide a contiguous film of paint, without breaks in it. If you paint the floors first, you will likely have to drill through the coating to install the supports. This will provide an opportunity for moisture, etc., to get underneath the paint film, and cause it to fail over time.

Since you've apparently never done this before, and "they" will be doing the work, not you, why not do as you were, "told" by whomever told you, since they at least know enough to have an opinion about how the coating should be applied.

My guess is that they don't want to paint the floor until after you to do any damage to the floor, such as spalling concrete when drilling the anchors in, or scratches when dragging the equipment over the floor, before it is painted.

Painting the floor is always the last thing to do, so the floor is not damaged by dragging equipment around. If you were building a car, would you paint it before welding or bolting it together?
