Pallet, moving dolly, conveyors on floor

05/16/2007 12:22 PM

Does anyone know if there are OSHA regulations regarding leaving a skate conveyor or a single pallet or a moving dolly laying on the floor of a warehouse unattended?

I am preparing for an insurance inspection and could use some help.

http://www.osha.gov/pls/imis/sic_manual.display?id=762&tab=description try checking out this section you may find the answer your looking for. Also you may want to consult your NFPA hand book for fire safety violations. All exit ways and traffic ailses must be kept clear of slip, trip or rolling hazards to effect a safe exit of all occupant within the area.

OHSA does not list many specific regulation. It is up to the employer to recognise potential hazards and eliminate them. There may not be any regulation listed that would make the conveyor a hazard. But since you question it then it may be one. But one that can be easily solve to OHSA standards. Marked isle ways for personnel and storage areas. It is a warehouse put people where they need to go and the items stored where they need to go. OHSA does not say who needs to wear hard hats, eye protection, hearing protection and steel toe shoes . If there is a possible hazard there that these devices would reduce body injury then. The employer needs to insure they are worn to aid in their employee's safety.

I was, the article on hearing OHSA set the thresh hold for sound levels that can cause harm and what an employer must do to protect its employees. Most of the article was about what a employer must do to monitor the state of their employees hearing health if such hear levels are present. To see that the system is working. I didn't say they had no regulation just few. And as I said it is up to the employer to recognize potential hazards and do the best to prevent them from happening.

I appreciate the feedback. I find it odd that OSHA doesn't address trip hazards such as the ones I mention. It seems pretty obvious to me that someone could easily trip over the items I mentioned. My associate simply believes that his people know to watch out for a pallet in the aisle and several lengths of conveyors on the floor along with 2'X2' moving dolly. To me if you are not using the item it should be properly stored and out of an aisle. The conveyor since it stretches for 30' should have a barricade or at least some caution tape to alert someone walking and not looking at the floor.

I guess I will have to talk some common sense into him. I was hoping to point to a section in the regulations; I felt that would carry more weight.

Thank you for your input.

Follow the link above and you will find the information you seek. Keep in mind that while the Conveyor and pallet may not be specifically addressed you will be able to classify it. OSHA regs have to cover a large number of industries so they must often be "Interpreted", look to the intend instead of the letter.

Thanks again to you and OzziB for your insight and direction. I agree with you both that the regulations need to be interpreted, my friend doesn't. He feels that if OSHA is not specific about an item he is protected especially since he has had no incident. My concern is that it will only take one incident and aside from the OSHA consequences, he is not considering the exposure to the worker. I am going to write to OSHA and see if they will ad something in that section making it clearer that any object left unattended in an aisle or walk way, needs to be removed.
