Good luck. Sight glasses are more often circular so as not to leave "stress raisers" at the corners of a rectangle. Background reading on the Comet Airliner is recommended.

One minute it is rectangular, the next it is circular. What on earth is going on?

Welding onto an existing pressure vessel invalidates its pressure test certificate, so it will need to be fully re-tested afterwards, which will involve a witness test by the Engineer/Surveyor fromt he company providing burst indemnity insurance. Open a dialogue with that individual before doing anything.

Why is there a sudden need for a sight glass that was not considered necessary at the design stage for this vessel?

most welders will know what's needed. it's 101 welding. weld a extention from to the vessel first, then screw the sight glass into the extention after everything cools.
