what' the the max. amp fuse i can use for 12/2 braided wire @12- 13.5v.

I think the NEC says 20A. (The theoretical ampacity is higher, but a footnote contains this limitation.)

It depends on a number of factors but an insulated conductor in air has the temperature rise vs. insulation material as the limitation. Is this for AC or DC? Here's a chart for 12V, length vs. wire size:
