AD -2000 : Design Pressure

As per AD-2000: " The static pressure caused by the contains of the vessel duringservice and/or testing need not to be taken into account as long as they do not increasethe stress of the walls by more than 5%."

Is that means that static head can be concidered only if it increases the stress in walls more than 5%?

How to check wall stress?

It may be considered in any case, but this is not mandatory if the static pressure adds ≤ 5% to the stress.

To check the wall stress, add the gas pressure above the liquid to the static pressure of the liquid at various depths; then apply appropriate formulas.
