Yes, if you could introduce some clarity to your post. Put your design ideas on a sketch.

How much lateral movement is expected from pipe expansion?

What is the distance to the bottom of the support floor?

What is the total weight and how many support bents? This is only to get a feel for these, we are not going to design it for you.

I really prefer to use a "shoe" under the vessel and have it sitting on a beam hung from the floor above. It gives more length to absorb lateral movement.

Let me get it right. Is the vessel going to be suspended, under the main deck of a ship/tanker?

Does not appear to be suitable for Offshore platform. It will compromise safety. Under what class the Offshore platform was built?

Well, there's any number of design resources, illustrations and diagrams on the 'net. What is the specific problem?

For starters, suspend the tank using several steel "cradles".

Also, employ at least two X-Braces (and the end support cradles) to limit sway and horizontal deflection.

No, we're not going to design this for you....
