Bolt it to a sealed pipe or vessel having a matching flange and a tap to admit pressurized fluid.

You could even bolt it to another blind flange with a tap.

Of course; that's the only way it is possible. However, you should not be entrusted with such a test.

Your local pressure vessel design code should give the relevant formulas. There will be one for pressure against a circular plate, one for simple bolt stress, one for leverage moments, and maybe others. The totality is too much to convey in Web postings, and needs to be accompanied with experience.

Why don't you just purchase a preengineered blind flange from a reputed vendor?

You are obviously not qualified to perform such tests, let alone "design" a blind flange.

Go to school.

To gain true experience, take up an internship with a hydro testing organisation.
