Black out total loss of power. Brown out voltage less than normal (lights dim) hense term "Brown out" idea is toget people to switch off as many items as possible to shed the load. This helps generation companies use as little gernerating machinery as possible. Bunch of cheap skates.

This is not correct.

A brown out is not a cheap action by the power companies.

A Brown out is an intended temporary emergency voltage reduction action, used by power companies, to cope with an abnormal condition such as where a generator has suddenly failed or the power grid has become suddenly overloaded because of failed transmission lines.

In normal operation , they strive to keep the voltage near the upper limit in order to generate more revenue.

I have a question on an extension of this topic. Why is it that ever since the agglomeration of the power companies into a web (which was supposed to improve the on stream factor) there seems to be a continuiung and accelerating increase in local power outages.

Possibly because demand is outstripping supply.
(Complicated by the difficulties of running a larger grid,
which can spread the effects of a local problem far from
its source.)

The merging of power companies into the grid has indeed reduced outages. In the early 80's, a number of our clients decided to form a co-op and attach to the grid for two reasons. The first was better availability of power, less blackouts and brownouts for their little communities. The second was better power rates. It's expensive to burn natural gas or diesel in diesel engines to generate electricity when you can buy power that's generated by coal or nuclear at some far away location. There's also some NIMBY in the thinking -- why have 4 diesels running 24 hours a day in the middle of a town of 2000 when the power can be made far away?

Because the rotten cheap skating no good fools won't spend the money to update the grid. The pay back takes too long and share holders are profit driven bums. Jam to day more Jam tommorow. Just keep it coming. Ivestment is a dirty word.
