Who will Decide RT % in piping?

Whether engineering or Quality Department.

Follow the most stringent of 1) applicable piping codes, 2) contract documents, and 3) internal QA/QC.

But I have one more query that RT % is based on Joint efficiency. & How QA/QC dept. will define joint efficiency.

QA/QC is not there to define the joint efficiency. It is there to make sure there is evidence gathered that the applicable code/applicable specification has been followed.

but My question is still open means how quality people will decide how much percentage of Radiography testing ( RT % ) to be done in piping

In the U.S. boiler and pressure vessel code, you may claim 70% weld efficiency if no RT is conducted, 85% if spot RT, and 100% if full RT. Unless the RT is required, the decision is an economic choice.

It isn't calculated; it is simply prescribed based on what portion of RT is done; as explained in the earlier post.
