I do not know what this means. Does it involve a fuse or breaker?

Spec for an earthing switch and disconnector will depend on the voltage, short circuit current, position on the network (i e upstream or downstream fuses and/or CBs ).

Disconnector will be , on top of previous, rated current and number of operations.
