What do you mean by "no grading in surge arrester"? Can you give some example?

It means that there is no grading ring in the surge arrester. A grading ring is used to distribute the electrostatic field near high voltage connections to ensure that the field gradient does not exceed approximately 30kV/cm, the breakdown voltage for air as an insulator. Above this corona may appear depending upon the ambient conditions.

The reason that there are no grading rings is probably because OP is looking at a 66kV class arrester whereas grading rings are usually found on equipment above 138kV, though in some cases conditions may warrant their use at a lower voltage.
