It depends on class/type of welder. If he has necessary certificate, then you can use his services. Otherwise he must pass the test & obtain a certificate.

Need alittle more clarifications, is the welder from the same company, if not they may have to go through a technicality of certifications for the company. (Insurance requirements)

Depends on the requirements of the job. What is said in the contract or statement of work?

Be sure to let the guy rest periodically, it's hard to run and weld at the same time.

Not enough information for an informed opinion!

Information provided is not sufficient

Where is he going to work? what he is going to produce? Is most important.

For marine application all welders are tested by ABS/DNV ....& certificates are issued to welders. If welder can produce valid certificate you can use same welder for specified work.

If job / customer does not specify the welder test, It is not necessary to carry out certification test, but you have ensure quality of welding by deputing engineers at site.

When a new welder is added to the staff on a project or plant, the same must be qualified and tested as any other welder on site.

This is a common sense practice since the welder may be good for some things and not for others, and only the test will identify his qualifications

There is no welding code (ASME BPV Sec IX, API 1104, and EN 287-1) restriction on this issue. However, these kinds of things are dealt with client welding specifications. Most of the clients need requalification by conducting new welder test, if the welder was working in some other site for another client. But the welder was working in another site for the same client and same project, then there is no need of requalification by conducting new welder test and welder's continuity record is more than enough to continue his job in new site. If the welding specification is silent about this issue, then you can show the continuity record of the welder to client. You can deploy the welder based on the APPROVAL FROM CLIENT AFTER CONTINUITY RECORD REVIEW.
