With so little to go on it is no wonder the suitably qualified and experienced forum Engineers (many with existing jobs such as myself) are not interested.

Then you want to advertise on a proper engineering job website and bring in prospective employees to interview. An open engineering discussion forum is not going to be able to offer that for you.
