A high voltage Ohm meter. It is used to measure electrical isolation (insulation) resistance. The earlier models had a high voltage generator, with a hand driven handle.
Modern electronics allow a slightly different approach. The high voltage is generated with multiplier circuits from the battery voltage.
Meggers can have a ohms scale or for special purposes, a voltage scale to indicate the breakdown voltage of circuits.
Although the provided current is mostly low, you better don't try it to use your own body resistance.
But the brand name "Megger"® has come to be used as the common name of the instrument known as a megohmeter, much as "Kleenex" means facial tissue or "Xerox" means photocopy to most people. Anyone in the HV testing field knows what the term megger refers to.

Biddle IS Megger... Biddle was the original company name, Megger was the product. Now the company name changed to Megger because it was so well known, Biddle became the brand name of their NON-megohmeter products (although I think they are or have dropped it now). The megohmeters are still called Meggers and they own and "visiously defend" (their words) that name.
