ASME B31.3 clause 300(4), "Piping elements should, insofar as practicable,conform to the specifications and standards listed in this Code. Piping elements neither specifically approved nor specifically prohibited by this Code may be used provided they are qualified for use as set forth in applicable Chapters of this Code".
ASME B31.3 ,305.2.3 "Pipe for Severe Cyclic Conditions. Only the following pipe may be used under severe cyclic conditions".
Unfortunately I couldn't find any 'shall be' used!So,I am confused.

We have developed new materials .After rigorous testing we found that those materials are superior in mechanical properties than the listed materials in ASME B31.3 specified for severe cyclic. So,can we use the new materials in accordance with ASME B31.3 clauses?

This is actually a question about risk. One answer is in itself a question, albeit a rhetorical one:
Who in their right mind would select for severe cyclic condition a material advocated by an anonymous poster to an internet website when that individual could select a proven material in ASME B31.3, 305.2.3 with known provenance and the confidence that goes with it?
