Forced ventilation with fresh air from the surface would seem to be a good idea.

Ventilation is by far the best way, especially as respirators and other protective devices for the lungs won't work for carbon monoxide.

#4 is your best answer. I don't give GA's for smart alec replies, but you are dealing with a lethally toxic gas in enclosed spaces that has no visual or olfactory thresholds to alert workers in the event of equipment failure- don't ask a bunch of unknown people, hire someone competent who knows they have to take responsibility!

You already have recieved some great suggestions. I say, pump supply air with REQUIRED oxygen concentration into the mine. You can also accelerate the ventilation by certain industrial vacuum pumps. But most of us are not "mine" specialists. It is also a good idea to consult experts from the "mine" industry
