Yes. Obtain a copy of the Haynes Manual for the engine. It will be found within.

Depends on the engine. Somewhere from 0-12° before top dead center. They're all different.

Look it up!

start by stating the year and size of the engine, what type of car????? do you have a timing light?

Well, if the vehicle is older it will be on a label on the radiator shell. Otherwise a Haynes or Chilton's manual. Or provide make, model, displacement, etc so we can Google it for you.
