In manufacturing industry, a secondary containment bund has to be capable of containing 110% of the volume of the liquid that is normally stored in the main tank. That might help, perhaps?

Volume of oil in transformer = Volume of pit + a safety factor. The procedure to find the safety factor is to purchase a set of the appropriate standards and/or consult with the local AHJ (Authority Having Jurisdiction). Consulting an anonymous site for free information will get you advice that is worth every penny you paid for it. Hopefully your client expects more than that, especially when environmental matters are at issue.

We know you have access to the internet.

Why not use it, to find such official documents as:

Indian Standard Specification for Power Transformers

PowerTips: Requirements of Transformer Installations in India

Doing so reduces the likelyhood of your being flamed (or fired) because you aren't properly prepared.
