the counter for lighting arrestor include leakage mA What are the limits of leakage current

in zinc-oxide LA the current limit is 0-3mA PREMISSIBLE(green zone) then exceed 3-5mA(red zone) is working current...i think...///

Is there some reason why the manufacturer cannot be contacted directly by telephone?
