Usually the difference is only what the wire is connected to, an instrument or control. Now depending on what kind of control and instrumentation signals reside on these cables there can be significant mechanical and cost differences.

One is used on the control surfaces of a mechanically-controlled light aircraft. The other carries small electrical signals.
