HRSG Drum Hold Up Time

Hello guys! I've seen a lot of HRSG specs where drum hold up times are specified. However usually the HP drum has a lower hold up time than LP drums (e.g. 2 and 5 minutes respectively). What could be the reason for this?

It has something to do with the flowrate through each drum.
