What are the conditions/factors of using a HV cable for LV application?

The sanity of the designer would be one of them.

The purpose of cables is to transfer power from one place to another. At LV, a cable is capable of transferring far less power than at HV, as the cross-sectional-area [CSA] of the conductor is far smaller than a suitable cable for the same power at LV. Further, there is a deficit of cable management equipment and techniques for using HV cables for LV applications. So it is far better to use the correct equipment for the job.

One wouldn't use a 50cc moped to travel from London to Vladivostock; why would one use an HV cable for an LV application (rhetorical question - NNTR)?

Now now, some people may want to wire their house up in 50mm2 33kV XLPE screened cable.

The most common condition/factor:functional insipience exceeds minimum detectable levels.

If you already have this cable- as gmphadte said- and you cannot sell it and buy a cheaper low voltage instead of, then you may use it but there are some restrictions:

If a screen or shield exists you have to ground it and just in a single point.

Second, as insulation is thicker a derating factor will be necessary-in open free air

mainly. The shield also-even grounded at one end-will add some watt/feet to overall losses. But the derating factor is still not important.

The permissible bending radius will be less- due to shield presence. The shield copper could facilitate steel corrosion on contact-if any.

My mistake: "The permissible bending radius will be less- due to shield presence" has to be:

"The permissible bending radius shall be bigger- due to shield presence".
