Sounds like the timing is retarded.

How many miles or Km on the engine since overhaul?

Have you done a compression test? Does this meet manufactures specification?

Engine runs, but may be very worn out. Is it burning oil?

The most probable reason is that the timing is not being advanced. Newer cars, since about 1980 or so no longer have a vacuum advance on the distributor. It is computer controlled, hence the code. A good mechanic can tell you if that is true. If you are going to be Mr. fixit, then find a Chilton's auto manual for your car. The answers are in the Chilton's. I believe it is a problem with your automatic advance of the distributor.

Does this have an OCV (Oil Control Valve)? I think Toyota's have trouble with them. Does a complete oil change help anything? And you also might want to look for a manifold leak.

I'm not a mechanic... Just speaking from some experience.
