Neutral Terminal Insulation for Generator

Hi,

Can ab please tell me why the neutral of a hydrogenerator shall have full line voltage insulation?

So that in the event of the neutral-to-ground/earth connection becoming opened for any reason, any consequent line voltage presenting on the neutral conductor will be safely contained and not find its way to ground/earth via inadvertent contact by a person, animal or a spark/arc.
