They look like spring loaded with a air buffer.

If you look via google you will find that some of them are hydraulic rotary dampers. The fluid goes through a small gap and so the fall speed is reduced by its resistance to flow.

Don't know that it would work the same Down Under.

Thank you nickname, now I know where to look all becomes clear. I wondered whether a slow creep plastic or a non Newtonian fluid was used.

The others are also correct, being a more masculine society, when a women puts the toilet seat down, it slowly opens.

Women appreciate it a lot better if you just leave the toilet seat down and sit to pee. Trust me, they don't like cleaning up the splatter.

they may be using a viscous damping grease to keep the seat from moving fast. a small dab between the pivot bolt and the bolt clearance would be more than enough to work.
