It sounds like your using it for thermal rating.

quick definition

Tons is a unit of measurement for refrigeration:

To be specific, one ton of refrigeration capacity can freeze one short ton of water at 0°C (32°F) in 24 hours

Horse power is for rating boilers:

One horsepower is defined as the ability to evaporate 34.5 lbs of water into steam at 212 deg.

I wanted to get more specific but tcmech beat me to it.....

Tons is a unit of measurement for refrigeration:

The roots for refrigeration are in the ice making industry, and the ice manufacturers wanted an easy way of understanding the size of a refrigeration system in terms of the production of ice.

If 288,000 Btu are required to make one ton of ice, divide this by 24 hours to get 12,000 Btu/h required to make one ton of ice in one day. This is the requirement for the phase change from liquid to solid - to convert water at 0°C (+32°F) into ice at 0°C (+32°F).

As a practical matter, additional refrigeration is required to take water at room temperature and turn it into ice.

To be specific, one ton of refrigeration capacity can freeze one short ton of water at 0°C (32°F) in 24 hours

While 1 BTU is what it takes to raise 1 pound of water 1°F.

One ton of cooling capacity is 12,000 BTU's per hour.

One Horsepower is 746 watts or ~2544 BTU.

"pls what can i do to fix it am a hvac technician."

Hire a competent HVAC technician.

Don't ask the guy who told you that "1 hp (horse power) also mean 1 ton." cause he's a dork.

You might want to study some of these:

The 1 hp ≈ 1 ton idea is a rule of thumb for relatively small A/Cs. More efficient (typically larger) systems can do around 0.7 hp ≈ 1 ton. (This depends heavily on condensing pressure.)

This too is my memory as a rule of thumb for aircooled A/C systems.
