Ask the company that makes the non-skid film for their recommendations. They'd know more about the film and how to apply it than any one here at CR4. They might recommend a way to apply the film during your molding process, or suggest the best way to apply the film as a process step after the tray has been molded.

I suggest you should make alteration in the die so that top surface is rough, make it granular so cups do not slip.

Have seen film application onto core/cavity several times before,The roller with the film on was on the moving side and was trimmed two times once when the mould closed to detach it from the roll .. and second on release whist still hot with trimming tool around the edge. As this was not our process but seen in another factory I can not give details but I remember vacuum was used before Injection cycle and there was a hot runner tip on the barrel side ..
