Yep. Anyone can do this. It's all in British Standard 7671.

It's still in British Standard 7671. BSI's on-line retail outlets have so many copies available that they are being sold just to get rid of them.

Then you should have copies of and be using the latest applicable electrical standards. All the required information is in there regarding cable sizing to meet you local electrical standards and codes relating to your specific application (including application and environment specific cable de-ratings).

Alternatively you can find the information off many of the major cable manufacturer websites.

Obviously there is no single formula that can be offered for cable sizing, that is why the electrical standards are so thick and numerous.

According to Wikipedia :

"The latest versions of many European wiring regulations (e.g., BS 7671 in the UK) follow the section structure of IEC 60364 very closely."

So, you may find -for IEC World- many handbook how to choose the cable according to IEC 60364. For instance, "Sizing conductor and selected protection devices" by Legrand[ according to IEC 60364-5-52 ].

http://www.legrand.com/files/fck/File/pdf/Power_guide/EX29008.pdf

However, NEC Art.310 it is recommended for USA installation.

If you intend to calculate the permissible maximum current[ampacity] for a certain cable running in a special [not standard] routing you can follow IEC 60287 way or

The Calculation of the Temperature Rise and Load Capability of Cable Systems, by J. H. Neher and M. H. McGrath.[for USA].Both way require more experience in this field.

It cannot and must not be by thumb rules & charts. A detailed study has to be undertaken considering lot of rating factors.
