'Experience 1.0' would be useful.

Always heed the Project Structural Engineer, he/she knows best.

What software does your employer use?

What software did you use in school?

Why do you call yourself an Electrical Site Engineer?

It appears that you are fresh from college and yet to start real job in your company/ organisation. I can understand your eagerness to become a design Engineer . To become a designer engineer you need to have real working experience to understand the basic requirement of substations. The proper collection of data from the client ,climatic conditions of the location , availablity of space, and many other minute details . Use of software come only after you finalise total project in your head and drafting out a project report
The help of software is very limited and for the proper rating and lay out of the breakers transformers and cables, protection relays ,CTs and such things. Most of the power panel manufacturers have the software with them. You have to choice one such reputed manufacturers for the supply of transformers and substation equipments and panels. As a Substation design engineer you cannot manufacture them, they have to be procured by your company or your client. They will readly give you the help with their software. So as a substation design engineer you do not need to worry for the software. For your accadamic interest see the link below

The abbreviation for kilovolts is kV, not Kv. That's a start!

I think you already know the answer. Firstly, all the answers are available at a press of a button in your office. Next, look for the answers in all the manuals in your office. You shouldn't be asking anyone here unless you can get Mr Scott to beam one of the guys here to your office for a quick peek.

Becoming a substation design engineer is not a matter of learning specific software. Substations were being designed long before software existed!.

Instead, you should be looking at the skills and knowledge required to design a substation: Knowledge of applicable standards, electrical apparatus specifications, past design practices, etc. The best way to do that is to shadow an experienced substation design engineer. Find one who is willing to share his/her experience and knowledge, and don't be afraid to ask LOTS of questions.

If you have learned enough experience and knowledge to become a substation design Engineer, the details about the softwares would also come automatically.

One can become a substation design engineer by 'designing' substations. One must be pushed into water to learn swimming.

Since he does not know the ABC of swimming he will get drowned, instead let some trainer push in water. Let him live some more time. with his basic knowledge if he designs substations he will end up killing many. Ask him take some basic training in transformers and HT /LT switchgears .
