Determine first whether you want spiral versus concentric serrations.

If your going to make a flange serration with a manual lathe, then assuming a spiral serration, look at the lathes cross feed chart, and select the spiral feed rate per your drawing. For concentric serration, and assuming a manual lathe, you need to again determine the spiral stepping pattern to manually move the cross, and I assume the compound is used to feed the cutting tool per the desired depth of cut.

By "all-geared" I'm assuming this is a manual (not CNC) lathe.
