I beleive we need to have the cone section of the fixed roof above the internal floater in a fixed roof tank to have a blanketing system. The Reid Vapor Pressure of the stored crude is 11.0 psia. This scheme is to ensure that any leaking vapor through the seals is confined to the top section of the tank and excess vapor goes to either the flare or a VRU (Vapor Recovery Unit). Alternatively released vapor may be sent to the atmosphere if it does not pose a safety hazard, i.e. the quantities of release is small.
Would this be an adequate safe design? If not please advise what kind of control scheme may be considered for a fixed roof tank with internal floaters.
