I believe it can, but the functionality has to be activated by your service provider. Try contacting them? [If you have a "Pay As You Go"-esque phone, I don't believe it's possible]

The laptop has WIFI? You'll have a battery time problem since probably you will connect your Iphone to the USB of the laptop - I don't know that USB will do both things at the same time. BTW, you have XBMC now also for most operating systems for download.

Used my Iphone before, since I have no ATV2 and jail break.

Charles,

Not all service providers are created equally.

So go to Best Buy or where you have multiple providers offers. Reason is because places were Sprint might be strong, AT&T and Verison might not be. Plans are different find out which one best fits you.

Also note, I was using my smartphone for a hotspot at first. The best you can get using your cellphone for a hotspot is 5G. If you plan on using it quite a bit, that 5G goes fast and you well end up with a big phone bill.

After a couple big phone bills, I took the hotspot off my cell, and got a Verison Jetpack, it's 10G and fore each of the G's it is $2 cheaper than Sprint and AT&T, however there might be some other charges they don't tell you about.

No matter what the plan, they charge $10 per G over the plan. Which it is $10G no matter what.

Best Buy, will show you coverage maps for each of the providers, so you will have a visual and I recommend a vendor that offers several different services because you'll have less bias towards one particular provider.

Do they have Best Buy, Verizon, and Sprint in Uganda?

That's why I mentioned who ever offers multiple providers.

I mention those because that is who I'm familiar with, I'm sure he's going to check out the providers he's familiar with.

His question is intelligent, I have no problem thinking that he can figure that out himself.

Most mobiles with data connection to internet will work happily as a modem.

My old (4 years) Sony can. you just need the drivers on the CD setup disc that comes with the phone to allow the computer to communicate properly with the phone.

Even without these drivers I believe Windows allows you to set up the phone as a dumb modem - well on mine anyway.
