Electrical Insulation Mat

Insulation mats are required infront of the panels and IS 15652 Specification is available.

Under what rules of indian electricity act and rules / code of practice, insulating rubber mats are to be provided infront of the panels

You ask in your second sentence "under what rules". Since you stated the rules in the first sentence...what are you asking exactly?

The first response to your question was a link for the IS from your first statement. Is that what you wanted...a link to the Indian Standards?

Insulating matting is required in front of electrical panels in this country. That should be enough information. Safety is, or should be the primary concern. Electricity is the same everywhere and electric shock is the same. I would have insulating matting in place whether it be the U.S. India or Timbuctu. It's just a matter of common sense.

It is a matter of common sense for sure, but it does not always protect. In fact, if the panel is metallic and earthed, it does not protect the operator at all. Safe procedures are the most important part of protection. The Mats will give a false sense of security sometimes. Nevertheless, it is a requirement in almost all the countries regulations!

Correct me if I'm wrong but my belief is the rubber mat helps reduce the risk of shortest path to ground through vital organs in your body. If you deal with higher volts, electricity has an easier time arcing to ground and will jump out at you if you are too close to it with more ground potential.

My old high school electronics teacher used to say amps kill and there is truth to that but voltage can be a good facilitator of transporting whatever amps are supplied.

Even if you happen to accidentally come into contact with dangerous levels of electricity, say from your hand and it exits your wrist via the panel chassis to ground, it may still kill you later by jolting your heart into a dangerous irregular heartbeat.

IE Rule is now superseded by Electricity Act, 2003 (36 of 2003) regarding Safety and Electric Supply as per notification of Central Electricity Authority (CEA) dt. 20.09.2010.

Clause No. 19(5) of Electricity Act says that:

'' All non-current carrying metal parts of switchgear and control panels shall be properly earthed and insulating floors or mat conforming to IS-15652: 2006 of appropriate voltage level shall be provided in front of the panels for the safety of operating personnel."

As Per Indian Electricity Act, "Insulating Mats for Electrical Purposes" confirming to IS:15652/2006 are to be installed in front of Control Panels.

IEC:61111, is the standard prescribed by International Electro Technical Commission for the said Product.

Likewise, ASTM147D for Insulating Rubber Mats by American Society for Testing and Materials.
