Simple. Pick up the phone and call the individual who sent the bid document to discuss it.

"How to understand the word "stiffeners" here".

Hire a translator.

Use a dictionary.

Google it.

I think it's more important to understand the word PIPE here.

Stiffeners are rings of angle (or possibly other shapes) wrapped around the pipe, usually to keep it from collapsing from external pressure. Perhaps this is a vessel made out of pipe rather than rolled plate?

Stiffeners are rings of angle or "T" sections wrapped out side the pipe, usually to keep it from collapsing in Vacuume Service. These type of piping is used where vent and drains are not accessible easily and suitable vacuume breakers can not be installed and line may become half filled or less during the service.

IT IS ELECTRIC FUSION WELDED PIPE.IT MAY BE BIGGER DIA PIPE WITH THINNER PLATE SECTION. HENCE DURING WELDING PLATE AT JOINT COLLAPSES INSIDE TO AVOID THIS, PLATE IN CIRCULAR SHAPE (STIFFNERS) OF SUFFICIENT THICKNESS IS WELDED INSIDE PIPE TO STRENGTHEN THE JOINT AND AFTER WELDING IT IS REMOVED.
