The OP is a static equipment engineer?
He keeps it static so it does not walk away (security) or cares for anything that does not rotate, move or is anyway "dynamic"!
Without knowing the context you're working in (you are there, we are not), I'd say there's the possibility that CSO stands for Car Seal Open.
