How to calculate the final shorting time of LRS electrode? And also how much liquid pH should be maintained?

I found experimentation with the real kit best.

Start with the manufactures recommendations and then play.

By watching the main ammeter you can tell if the electrolyte is right by its initial and final current draw. The time is shown by the current stability during the start up.

You can calculate to the Nth degree, it won't match the real start up.

(or Google "Liquid Resistance Starter ".)

If you have already purchased the starter you have all the motor data for calculating [using Steinmetz Diagram].
