How important are electrical engineering courses and seminars for novice electrical engineers and designers.

Define electrical engineering courses.

Define novice electrical engineers and designers.

Too much depends on the level you're at now and what the goals are.

You can't get too much education, but practical experience is priceless.

Novice electrical engineers could be an intern or a newly hired engineer at an electrical contracting business, or at Building Design Business.

and the goals must be SAFETY of all other workers at such a facility where chance of electrical hazards are at the top.

Simple. If you were a recent graduate, with the proper scholastic background, and credentials, I'd tell you not to expect to be put into a position of authority and responsibility until you had attained the proper type and duration of experience in operations and safety in your specific professional field. In this case, power distribution.

If you are merely a consulting firm, as I now suspect, I'd tell you that you cannot wish, nor educate, experience into a recent graduate. You also cannot charge your customer for an experienced engineer if all you have to offer is a recent graduate.

That is swift and certain professional suicide. Who would commission a consulting company who hires new engineers who kill people.

As I said in my first response, experience is priceless. It doesn't come from a book, nor a seminar. You must assimilate it over time. Without it, you are note safe in that environment.

There may be some language misunderstandings here as an inexperienced intern Engineer should never be put in the position where they are directly responsible for the safety of others.

Can you provide more information please on what your Engineering qualifications and experience are and role in the company so we can better advise you (assuming this is not a general interest question).

Exactly, we cannot do so with Inexperienced Engineers! So how do we train our facility Engineers to be experts in their jobs within a short time span.? So that we can sit back relaxed even after putting them directly into safety of others.

It depends on what type of company or consultancy?

This dictates how difficult it will be and how long it will take.

Again can you narrow down the actual job description and role for us, unless you want a generic common-sense answer (which is all we can give given the limited information).

You could put them straight into the job and wait for the natural selection to sort it out for you. Experience is not priceless and only the surviver will have what it takes!

You also could play it a bit saver and train Engineers on the job. This would require a Senior engineer to be at hand for supervision.

Not all projects are equally dangerous. A wise choice of job activities for the inexperienced engineer will get them acquainted with the environment and the dangers. It seems this is not a new question and it even is not reserved for Electrical Engineers. It starts with course work and training but should not stop there. Regular refreshers come in form of accredited courses to obtain a license as Electrical Engineer.

Everything quoted above will mean you have to invest in your engineers. But your best bet is the decision you make when hiring. Knowing who to look for is probably the most important factor in the equation. You need the ones that WANT to be an Electrical Engineer and have the means to be one. But do not expect everyone to be at the same level or become a expert in everything. And NEVER ever expect you can relax. Engineers are high maintenance. If you let it slip it will go wrong!

Sounds like you yourself will have to become an expert in what you are doing. Use this experience to understand what it takes for others in other fields to do the same!

Hire an experienced mentor(s). They will quickly identify where the skill gaps are and help you decide what if any formal training (or career counseling) may be required for your less experienced team members.

In my opinion to become a good electrical engineer you must go for some courses. In my case, I selected a bachelor of electrical engineering degree so that I can learn more about this field.

There is no better way than practical knowledge of practice as far as I am concerned. I guess you have to work in a business to acquire practical knowledge when you've made the electrical engineer.

I recommend PLC SCADA, MATLAB programming and simulation if you want to teach after electrical engineering or if free, try your method of learning electrical software. It's most effective in the main current.
