I get the impression that one has to go stand in a certain spot in the town square to bask in the reflected daylight.

The town is about 7 degrees from the Arctic Circle, and due to its location in a deep East-West valley, gets no direct sunlight from about September to March. I suppose it might save on electricity, not needing as much artificial light during the daytime for those months.
