Meanwhile, in the good ole U.S. a few years ago, Nashville, TN tore down their trash to energy plant. The reason given was that the ash had been ruled hazardous waste and was therefore too expensive to dispose of.

Yeah, great fluff story, because there is no discussion of air pollution (likely because it blows into Russia) and the disposal of the highly toxic remains. But it's "green!"

GA. You have hit on the crux of the problem with incineration of rubbish. A lot of the releases are in the form of very toxic compounds of PCB, dioxin, furan, and polyaromatic hydrocarbons (PAH). That is the biggest reason a lot of incineration has been abandoned or never reaches the implementation stage. Very high temperatures are required to incinerate such compounds. PAH can cause tumours in grazing animals and the problems with PCB like compounds can be serious to humans.
